This is horrifying, but I wonder--who has enough currency with Libya to make a difference?

I don't know. Gaddafi doesn't seem to care about anything. But I guess some powerful pressure has to mean something.

One hopeful bit is the UN mission there has thrown in with the people.

On the internal side, his number 2 guy has turned against him after apparently Gaddafi tried to off him
here
There's also reports that using mercenaries against the populace has helped convince the police and army decide to support the populace more.
