I SO needed this
My car was robbed. My sister went to the doctor, and when she finished her date, the car wasn't there.
Then the guy called me, told me, "hello Miss [My name], I have your car, we are all cops, so if you want it back you have to give us 5.000.000," the guy knew that my sister called the 911, and that she still hadn't give them the number plate.
He then texted me a lot. But the car won't be good for selling, not even will be of use to make robberies because it's a slow automatic car. They probably are going to abandon it at some place. It's really only good for extortions (that's probably why they called me a lot and left a number). So I ignored them.
But you know. FML.

so, i don't know much about Paraguay -- IS that the cops, or is it just someone pretending to be the cops?

Well, couldn't state anything, but I can say that nothing he told me about them having lots of contacts and being part of the police would be very far-fetched, and when he called after I barely talked with my sister, I could even hear a voice that sounded like it was in another line describing my car, and then he told me, "but you already talked with 911."
Even if they were very organized as police said, I would doubt they don't have any contacts inside the police.
