Eden: it's an endless world! Vol 9.
Dude, Gundam 00! Now I know where you got all of your political progressive themes! I think I can guess where this is going thanks to G00! (The similarities are just too much; obviously the quality gap is also too big, Eden never simplified the way Gundam did.)
Actual spoilers:
I really, really despise Elijah's father. He smiled during the slaughter and said, "we can say this operation was a success," but that was immediately followed by a page of all the corpses. Gives me hope this wouldn't take the, "the end justifies the means" route. (Given this manga's themes, I doubt it will; but it also seems to love Elijah's dad in a "he doesn't have a choice but to be a white powerful suave and cool monster!!!" way. Urgh. Same with Elijah.)
